Whats the issue?
Rows between dimension files are not class/example matching, so there is no way to use all 3 dimensions for analysis/training. E.g. *D1_TRAIN.tsv first row is class 3, while *D2_TRAIN.tsv and *D3_TRAIN.tsv first rows are class 17 and class 2, respectively.

Little late in responding .... this data was formatted by UCR not me, so cant really help. You can however access the original data here, which should provide aligned data https://github.com/giach68/gesturesCodes which we should really add to the multivariate archive
