Investigate use of SxS assembly cache for swiftCore.dll to deal with versioning

If we are able to use a SxS GAC for swiftCore, we should be able to have multiple runtimes co-installed and allow applications to specify the version of the runtime they require allowing system-wide installation of the runtime over packaging allowing shared runtime usage.
