if OTS key is out of range of the tree height, issue an error #375

If the OTS key used is outside of the of what's available, the transaction stays pending and wont complete, making the wallet appear broken.

Expected result: An error saying that the OTS key selected is out of range, maybe with a link to OTS key uses/best pratices
