[Bug][TaskBoard] Dragged item can be dragged only inside the visible scrollable area

Description

When scrolling is required to reach the bottom of the droppable area, the position of the card doesn't follow with the mouse cursor.

Steps To Reproduce

1. Go to https://codesandbox.io/p/sandbox/romantic-joliot-jkkq67
2. Reduce the browser screen size, so that the vertical browser scroll bar is visible
3. Try drag the first card from the "To Do" lane onto the bottom of the "In Progress" lane

Actual Behavior

The position of the card being dragged does not follows the mouse cursor.

Expected Behavior

The position of the card being dragged follows the mouse cursor.
