For instance, configuration storage server can be stopped, or local config may be invalid. This does allow tt stop command to stop running instances. But the instances.yaml file is sufficient for tt stop to carry out its tasks.
It also blocks stopping other applications, because tt stop exits after "broken" app is found. But it should just skip such apps.
