Is your feature request related to a problem? Please describe.
We need a formalized process of release and document it.

Describe the solution you'd like

Decide on change log format, may it be linkage to issue or PR for each changes in the release.
Document on the process of the release, e.g. CI check/changelog/personnel of contact for release.
