[Chore] Update Vortice.Vulkan to 1.9.9

We are using an outdated Vortice.Vulkan v 1.2.167 in the Stride.Graphics project.

I wasn't able to find exactly what has changed, excecpt that new version emphasizes support for .NET 8 and .NET 9 according to the docs https://github.com/amerkoleci/Vortice.Vulkan.

I might get some answers soon amerkoleci/Vortice.Vulkan#55.

The author has replied;

there shouldn't be any hard issues moving forward, it's current state is updated with vulkan sdk releases, feel free to ask if you have any issues or trouble during the road.

Just updated bindings with recent Vulkan 1.4.303 release, grab the v2.1.0 which are AOT friendly as well.
