Different playback fps to recording fps

Not sure what else to describe this as, but essentially it would be that the recording and the playback fps would be different.
So, say you only wanted to record at 1 frame a second, but put it into a video stream that plays back at 30 frames a second, so you're essentially creating a timelapse-like video
