Issue HLA-1314 was created on JIRA by Steve Goldman:

Investigate how in HLA-1303 a file can have an IDCTAB value of N/A in an EXTENSION header only.  This was added by STWCS software.  The IDCTAB keyword in the Primary header is properly populated by generic conversion and should not be modified.
