Excel export report gives single selection instead of multiple selections in the dropdown menu

This is one user feedback that when they try to export all UN projects in the data export reports, they can't selection many organizations in the dropdown menu. whenever the user selects one organization, and tries to selection the next one, the first selection gets unchecked.

It seems it's an API issue that needs to be reviewed.
