Upload snapshot to s3 storage

Issue/Feature Description:
Currently Dock can take snapshot of the volumes. The backup driver to upload the snapshot to the s3 storage is broken. Mostly because of v4 signature compatibility with multi-cloud project. The upload to s3 flow is decided from SODA profile.

Why this issue to fixed / feature is needed(give scenarios or use cases):
For backup to secondary stoage

How to reproduce, in case of a bug:
Create SODA profile and give multi-cloud s3 bucket for snapshot store
create snapshot from dock
the upload to s3 is broken because of signature issuee
