Let CLI request a specific rule parser

Now that we’ve revamped the stanza handling to allow parsing of nonrules intermingled with these real rules, add an argument that strictly expects the given rule type and fails if it doesn’t get it. This will help relieve the frustration of a failing parse just failing silently.
