CWP-2.8.0-rc1 on Silverstripe In-nation

I duplicated a small userform

I got a red toast saying "Too many requests"

When I refreshed the CMS, the duplicated userform was there

I had duplicated more than one userform, though I only got this issue once

This seems like a sporadic bug, and likely that it's a platform rate-limiting issue
