How do I upload the plugin separately to enable shadow-shop #28

I operate according to the readme in the shadow-shop plugin directory, but it doesn't work:

== Installation ==

This section describes how to install the plugin and get it working.

e.g.

Upload shadowsocks-hub.php to the /wp-content/plugins/ directory
Activate the plugin through the 'Plugins' menu in WordPress
Place <?php do_action('plugin_name_hook'); ?> in your templates

I uploaded the plugin and put the code in the theme header file, but it doesn't work.
