I know I can get a list of all users I follow with the t followings command, but I want to get a list of all users I follow who are private and a separate list of all users I follow who are not private. Does anyone know if there's a way to do this?

Probably too late for whatever you were doing in October, but for someone else coming along later, you can get private status out of the long output: t followings -l and look for the protected field. It might be easier to deal with in CSV mode, t followings -c.
