Can we configure to automatically disable scale up or down when dynamodb already reached 3 times of decrement capacity in the same day?

Would really like this. Our scenario is exactly the same. We want to reserve one scale down window for our nightly ETL to raise Reads, scan the table, and then reduce capacity back to pre-etl level. To do this we need to limit downscales by this scaler to three a day...
