As a person who wants to foster a dog
I want to see all fosterable dogs
So that I can pick the one I want to foster

Acceptance Criteria

GIVEN I am on the “Dogs” page

WHEN the page loads

THEN I see all the dogs that are currently “fosterable” in the system listed on this page
AND I see each dog’s name
AND I see each dog’s picture above their name
