As discussed in the review for #206, the tf2_kdl package currently has both the C++ and Python interface embedded into the same package. We should break it up so that tf2_kdl contains just the C++ code/interfaces, and introduce a new package tf2_kdl_py that contains the Python code/interfaces.

@ahcorde I'm assign you this to triage it. If you're going to do it soon, please add it to a project board, like Foxy and leave yourself assigned. If not, please either close it or put it in the backlog using the backlog label.
