We can do this, uses rvertnet::spatialsearch(), but that fxn takes in a lat, lon, and radius varialbes, which doesn't jive with any of the input formats we have right now in spocc: either WKT, or a few sp classes.

Not sure best way yet to support geometry input for vertnet, do it later
