Two good questions from @kestlund:

  • is there no skos:closeMatch on non-EU version of orphan works?
  • can we say cc-by-nc is a close match to ic-nc?

Discussed on 2015-03-04: incorporating deprecation of a license by another (if relevant at all)
Related work:

  • EDM uses odrl:inheritFrom for the OOC-NC statements with deprecation dates
  • ODRL seems not to have any property to relate "similar" statements

As I read this, no this is not a close match. A license should not be a close match to a statement. rightsstatements.org is not in the business of communicating license permissions. Even if we have an ic-nc we should refer to a third party license that actually provides this permission.

@kestlund:

From my understanding of the use case for this, where someone has donated something to an archives with a nc permission but not authorized a cc license, then there most likely wouldn't be an additional license providing that permission/restriction.
