query doesnt return those KPIs for which there is no record in detail_tracking 
table. IMO cartesian product of quarters and kpis should left joined with 
detail_tracking should be used.. unfortunately I didnt get it work in 3 days.

Proposed ddl 19.12.2010 -released, as there should be first notifications sent 
to some countries on 20.12.2010
