Describe the bug

Device/Os: MacOS
Type: Desktop
Browser and version Chrome
Hugo Version >=0.83.0
Theme Version: master

Steps to reproduce the behavior:

Floating TOC is not scrolling down

Expected behavior:

floating TOC is supposed to scroll down to the current section
