Correct Use of Error Level

Adding the 3 different error levels (error, warn, info) is a good idea, but only "error" level appears in the result file. If I specify "warn" or "info" for a validator, that validator is ignored in the output file. Is this correct?
Does it only work for certain output formats? I have tried with "plain" and "plain2" output formats and with Japanese and English config and target files.
