I assume that the HDT spec itself, and all the other algorithms / specs mentioned, can be freely implemented (no royalties to be paid, patents etc) ?
Is the documentation itself licensed under Creative Commons (CC-BY, CC0 ...) or another license ?
It would suggest to add a "legal" section to the spec to clarify these issues.
