We need a per-antenna, per-feed angle (FA), which acts as an additive offset to the PA.
FA is a (num_antenna,2) array, default is 0.
This modifies the P-Jones matrix as follows: the first row of the matrix for antenna p (or phase-shift, if using circular feeds) PA+FA[i,0], and the second row uses PA+FA[i,1].
