Bumping css-loader and bulma breaks our CSS. We can probably live with not upgrading bulma but css-loader is 2 versions behind the latest stable version and will likely break in the future. Should look into what changed between v2 and v4 and go from there at some point but this isn't an urgent issue by any means.

Bulma 0.9 includes breaking changes that will require further investigation, but PR sent for upgrading css-loader.
