Recaptcha not working with non javascript browser #235

What steps will reproduce the problem?
1. Disable Javascript and load page.
2. You will get Page with image, text box and submit button
3. Even on entering correct text, the random characters are not generated. How 
many ever times you can try, the random text doesnt get generated for us to 
proceed further.


What is the expected output? What do you see instead?
The expected output is generation of random text which needs to be entered on 
the client page. What we get is a new image for us to try again.


What version of the product are you using? On what operating system?
Recaptcha V1 on Windows FF browser.

Please provide any additional information below.
System was behaving properly till 14th May 2015. The problem started occurring 
only from today : 15th May, 2015.
I assume that new changes deployed yesterday broke the code.

Note that you should clear your "GOOGLE" cookies from browser before trying 
this inorder to replicate it.

This situation is replicable in all version 1.0 reCAPTCHA systems and even on 
demo site.
