Date utility "format" is broken. It is decrementing the day value, somehow. Here's the example: https://www.screencast.com/t/ixqqNEPu

@pdanpdan @rstoenescu stop closing this without comment. It's a bug. dayjs formats this correctly, your date utility does not.
