DownloadError when problems with connection

What is the bug or the crash?

I got an error called "qgis_hub_plugin.utilities.exception.DownloadError: Download failed: Operation canceled" - but after opening multiple times the "Open Resource Browser" menu it now doesn't appear again.

I suspect that this is related to connection problems with the https://plugins.qgis.org/

Steps to reproduce the issue

Open plugin with menu "Open Resource Browser"

QGIS and Plugin Versions

QGIS 3.34.12
Plugin 0.2.0

Operating System

Ubuntu 22.04

I was working on a better error handling since this kind of thing happened (i.e. connection issue with the server).
I will keep this issue open to remind me to handle it better in the future.
