Moin/Datadog: Implement collector to send stats into moin host

What

During an outage it was discovered that we don't have web server stats insights for moin.

We need to implement a collector for apache2 stats so that we can figure out the root cause of future outages without having to dig through logs.

Datadog agent is already installed, and should come with the needed check:
