Need a public wiki/documentation page

Currently the only documentation is README.rst in the project. There is alot more information that could be said about the API and examples of how to get things working that would be better suited to a readthedocs or github wiki kind of site.

The following PR #43 will add sphinx/readthedocs to this project and we can begin the task of writing documentation for this project.
