Can't Connect Move Controllers - PS Move Service Crashes

Hi I've been trying to connect my ZCM2 controllers but can't seem to get them to pair.
I've tried following the Troubleshooting guide - https://github.com/psmoveservice/PSMoveService/wiki/PSMove-Bluetooth-Pairing
and also tried this method - https://www.reddit.com/r/PSVRHack/comments/ar0xkm/ps_move_controllers_not_pairing_to_psmove_service/

Neither seem to work. The closest I can seem to get Is the controller pairing completes (7/7) but does not stay paired, I then press the pd button to connect and get the windows pairing notification, I click accept and I get windows 'pairing success' message. but then the ps move service crashes.

I can also have the ps move service show 'already authenticated' but controller does not display in the Config tool
