When you answer no to this question(File do not have shebang line, do you want to insert it now?), the file will be added to insert-shebang-log-ignored-files list and you will not be prompted again when you visit the file. Otherwise add the file extension(s) to insert-shebang-ignore-extensions if you do not want to be prompted for specific file extensions.
