kind of related to #2615, more about modding than mapping. some PRs might cover both issues. related to some NAT meeting topics because pretty much everything related to BN applications and evaluations would be easier to handle if there were higher reasonable expectations for modding skill

right now most of the content about modding on the wiki is about how to use the discussion system, what makes a good mod post (in very general terms), and other technical info like this. there's not really anything that would encourage people to improve their modding skill once they've started doing it at some minimum acceptable level, and the wiki would be a good home for educational content so ppl can learn further and assess themselves without extra help from other modders or the mentorship program

probably involves some work on Modding and new pages under that?
