This has been on the CC to-do list since the project launched but it has never been possible to implement. It is a well-known imperative of user-generated archives that tagging should not be limited to a single user (nor to the moment of upload). An adventurous user can add tags to his/her own media later via the "Edit" tab, but this is inelegant and happens rarely. A more useful feature would allow ordinary users to add tags to media uploaded by others, thereby making it possible to easily curate collections of media via tags.

Mmm, would be a cool feature to develop in the future... a nice javascript tagging feature...

I just checked a demo of Plone 5 to see if tagging was exposed in a more user friendly way, but it's still in the Categorisation tab (fine, but still a bit clunky):
