Hi!
for the current version which targets Plone6, we could setup the overriding of plone static resources, as explained here:

https://github.com/zopefoundation/z3c.jbot/blob/e3621f6a667aed0830744454f18aacb85c8eb4a4/src/z3c/jbot/README.rst#plone-resources

It can help with the tinymce formats, for example:
plone/Products.CMFPlone#1264
