CI enhancement tasks

There are some tasks to enhancement on CI

• Do not use ubuntu latest or MacOS latest runners, please set the special versions in GitHub workflows, them are not good at reproducibility on timeline. Ref: https://docs.github.com/en/actions/using-github-hosted-runners/using-github-hosted-runners/about-github-hosted-runners#supported-runners-and-hardware-resources
  

• Update the base images that we used in Dockerfile files.

• Think about whether and how to implement the heavy test jobs.

• Add the prow OWNERS files to enable the standard reviewing/approval flow.

• Add the repo into the controlling list of ti-chi-bot same as tiflow repo.
