So the user don't need to add braces everywhere e.g. (3+sqrt(4), 5) or \draw[-{Latex[round]}].

It's implemented as part of the xparse package, now the ltcmd.dtx module of LaTeX2e kernel (see \@@_grab_D_nested:NNnN), thus is not portable yet.
