Need a way to set the queue size for a topic

I need a way to specify the queue size for a topic used in a panel. Otherwise, topic starts dropping packets when the packets are arriving faster than the panel subscriber can consume from the topic. This is similar to Queue Size setting in rviz configuration file, as shown in the example config here.

I am interested in ROS1 and ROS2 native and rosbridge connection types.
