Add tf tree panel

Similar to http://wiki.ros.org/rqt_tf_tree it is helpful to have a panel where you can view the TF tree for your robot. This helps in debugging linkage configuration issues.

This is supported in the 3D panel. Does that meet your use case?

I think the desire with this request is to show TFs in a graph view, rather than a 3d view. Similar to the screenshot on http://wiki.ros.org/rqt_tf_tree :

Since this ticket closed out foxglove/studio#730, the scope should be expanded to include modifying TFs (adding/renaming/modifying). This is useful when debugging calibration and localization.
