Berlin Clock at midnight

The Dodona Berlin clock page says

Note that the Mengenlehreuhr can indicate theoretically any point in time from midnight (00:00) until 24:59, which is beyond the upper limit 23:59 on a 24-hour clock. However, one minute past 23:59, all lamps on the Mengenlehreuhr are switched off at the start of a new day.

Two other pages which both sound pretty authoritative say this is not how the original clock works or worked.
Who is correct? (I haven't found any pages in German about the original clock behaviour).

A 2016 page from Stefan Huebner says

All functions of the clock have been programmed to resemble the original behaviour. The wrap-around at midnight works exactly as in the original: 23:59 -> 24:00 -> 00:01.

A 1994 page from Jens Dengler also says

The program don't models the original clock exactly, for instance at 00:00
the original clock actually shows 24:00 (all hour lights on) for one minute
and then switches to 00:01. The program displays 00:00 as given by time(3C).
