The Proposal:
For Jalyukt Shivar Scheme, the Account Head is 4402 2681 for the year 2017-18, Rs. A provision of Rs. 1200.00 crore has been made in the Budget. Out of this provision, as per the decision of the Government of India dated 27.04.2017, Rs. A sum of Rs. 200.00 crore and Rs. 500.00 crore as on 22nd May, 2017 and Rs. 475.00 crore as on 7th June, 2017 has been released for the villages of 2017-18. Under the Jalyukt Jalyukt Shivar Abhiyan, a sum of Rs. 4.50 lakh has been released for training under the Government Decision dated 7th July, 2017 and Rs. 466.29 lakh under the Government Decision dated 6th November, 2017. Further, as per the decision of the Government dated 12th July, 2017, a sum of Rs. 300.00 lakh has been allocated for the Project Management Cell set up at the Ministry level.
A Government Resolution for disbursement of Rs. 475.00 crore for the year 2017-18 for rural areas was issued on 7th June, 2017. However, since the Finance Department has provided 80% of the funds, out of which Rs. 250.00 crore has been made available to the concerned district on BIMSS system, the Government Clearance Sheet for disbursement of funds has been issued as on 15th March, 2018.

In the Jalyukt Shivar Abhiyan Account Head 4402 2681, the Finance Department has provided 100 percent funds and the matter of disbursing funds according to the demand was under the consideration of the government.
Government's decision:
As the Finance Department has made 100% funds available for distribution in the head of accounts 4402 2681, the Government is approving the release of Rs. 0.55 crore (Rs.
The fund is being distributed to the Collector and the Divisional Commissioner is being declared as the Controlling Officer and the Collector as the Drawing and Disbursing Officer. Care should be taken to observe the following terms and conditions while spending the provisions being distributed.
2.1 Funds released during the financial year 2017-18, which are lying unutilized as on 31st March, 2018, cannot be withdrawn from the Beams system.
2.2 The funds being disbursed through this Government Decision should be made available for the works completed in the selected villages in the year 2015-16, 2016-17 and 2017-18 respectively. to be made available
Village-wise and year-wise statements of expenditure from the fund should be submitted to the government.
2.3 Non-lapsable provision out of the provision made available for Sludge Free Dam and Sludge Free Sewer Scheme may be made available under Jalyukt Shivar Mission as per Para 2.2.
2.4 The Government shall maintain a separate account of the expenditure arising out of the provisions made available by this Decision. The expenditure for the financial year 2017-18 should be completed within the stipulated time and report to the Government.
2.5 The Collector and the Chairman of the Jalyukt Shivar Abhiyan will be responsible for strict compliance of the above terms and conditions.

3. The fund is to be spent under the head Demand No. L7,4402 Capital expenditure on Soil and Water Conservation, 00 102 Soil Conservation, 03 Jalyukt Shivar Abhiyan, (03) (01) Jalyukt Shivar Abhiyan (4402 2681), 53 Major Constructions.
