The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has approved the modalities and criteria for grant of approval to the new College Faculty, Courses, Subjects and Additional batches under the Kavikulaguru Kalidasa Sanskrit University, Ramtek from the academic session 2018-19.

Kavikulaguru Kalidasa Sanskrit University, Ramtek Act, 1997.
In order to develop the Sanskrit language in the state, the government has implemented the Kavikulaguru Kalidasa Sanskrit University, Ramtek Act 1997. New Colleges (Traditional and Vocational), Faculties, Courses, Subjects and Incremental batches for approval Reference No. The proceedings were carried out in accordance with the procedures prescribed under Government Decisions 1 and 2. However, with the enactment of the Maharashtra Public Universities Act 2016, the contextual governance decisions have been superseded. Therefore, in order to increase the quality and quality of education for this university and its affiliated colleges, it was necessary to pay more attention to many important aspects required in the changing circumstances, so the government was considering to ensure a revised procedure and criteria for inviting applications for the approval of new colleges (traditional and professional), faculties, courses, subjects and batches from the academic year 2018-19. The government has taken the following decisions:
GOVERNMENT DECISIONS: 1. Under the Kavikulaguru Kalidasa Sanskrit University, Ramtek Act, 1997, from the academic year 2018-19, approval of new colleges (traditional and professional), faculties, courses, subjects and batches should be done as per the procedure prescribed further.
1.1 The University shall prepare a Perspective Plan in accordance with the provisions of Section 62 of the "Kavikulaguru Kalidasa Sanskrit Vishwavidyalaya, Ramtek Act 1997" for equitable distribution of higher education facilities throughout its jurisdiction.
1.2 The university should prepare a comprehensive five-year plan. In this, top priority should be given to the districts where the Gross Enrolment Ratio (GER) in college education is less than the national average, Naxal-affected, tribal, hilly / remote areas and the proposals for approval of only a certain number of colleges (professional (excluding courses approved by AICTE and NCTE) and traditional) for that academic year should be recommended according to that priority and thereafter as normal.
1.3 The said scheme should be approved by the Government.

1.4 Universities should prepare an annual plan for starting new colleges (traditional and professional), faculties, courses, subjects and batches.
1.5 Proposals for new colleges (traditional and vocational), faculties, courses, subjects and incremental batches for the places included in the Annual Plan should be invited and accepted before the last day of October as per the provisions of the Act.
1.6 Institutions desirous of starting new colleges (traditional and professional), faculties, courses, subjects and batches shall apply to the University in the form of application in Annexure A as per the provisions of Section 62 (3) of the Kavikulaguru Kalidasa Sanskrit Vishwavidyalaya, Ramtek Act, 1997. Along with this, the documents mentioned in Annexure 'B' should be attached.
1.7 The University shall accept the applications in the prescribed format through online mode. Applications must be accompanied by a complete list of required information and supporting documentation. If the university does not have a computer system developed in the online mode, it will be mandatory for the university to develop a computer system for accepting applications in one year.
1.8 The Vice-Chancellors of the Universities shall appoint such number of Scrutiny Committees as may be necessary to scrutinize the applications received by the University.
1.9 The Planning Development Board shall submit the report to the Vice-Chancellor after verifying the applications and documents received as per the list of required documents mentioned in Annexure 'B' attached with it and as per the criteria prescribed under this Government.
1.10 If any error is found in the proposal or documents of the institution, the error will be reported to the institution / applicant.
1.11 The institutions to which the error has been reported will be required to meet the error with the University.
1.12 The application for completion of the error will be scrutinized by the Scrutiny Committee and a report will be submitted to the Planning Development Board along with the application that qualifies for scrutiny.
1.13 The Vice-Chancellor of the University shall constitute as many expert committees as may be required at the University level. There will be no members in this committee. The expert committee will visit the institution and submit a report to the Vice-Chancellor through the Planning Development Board along with video photography after examining the preparedness of the institution as per the list prescribed in Annexure-B.
The university will not recommend institutions that do not meet the prescribed criteria.
The Scrutiny Committee as prescribed in para- 1.8 above and the Expert Committee as prescribed in para- 1.13 above shall determine the number of new colleges, faculties, courses, subjects and incremental batches to be started by the University in that year, taking into consideration the scope and ensure that the work is done within the prescribed schedule.
1.15 The eligibility and ineligibility will be communicated to the respective eligible institutions by the Vice-Chancellor.

1.16 Institutions which have been notified of disqualification may file an appeal against the same with the University. The Vice-Chancellor will take a decision on this appeal (by sending an expert committee and taking a report as needed).
1.17 The applications of all eligible applicant institutions will be submitted to the Government by the University along with Annexure-B and Form-B and all the accompanying documents along with the recommendation for approval by 31st December.
1.18 The proposal received from the University will be notified by the Government by June 15.
The institutions which submit applications for approval of new colleges (traditional and professional), faculties, courses, subjects and additional batches as mentioned above and whose colleges are already in existence, shall not recommend the applications of the following unapproved institutions to the Government.
2.1 In the case of eligible colleges, if they have not been accredited and re-accredited by NAAC / NB;
However, the colleges which could not be re-evaluated / re-evaluated should submit their separate proposals mentioning the reasons in writing in this regard.
2.2 If the posts of all the teachers, including the principal, in the colleges of the institutions are not filled by qualified and qualified candidates,
The approval to start new colleges, faculties, courses, subjects and additional batches will always be on a non-grant basis as per the prevailing policy of the government.
When the university sends a proposal to the government, it will be classified as a new college, faculty courses, subjects and incremental batches.
The university should not recommend proposals that do not meet the criteria prescribed by the government, the university should ensure that proposals that meet the criteria and all the documents are recommended, as many court cases arise due to the fact that the final approval has not been received despite a positive recommendation by the university. If such unfulfilled proposals are received, the responsibility will lie with the Director, Planning Development Board, on behalf of the University.
It is mandatory to start the college in the academic year for which permission has been given to start the college. If the new college is not able to start in that academic year due to delay in obtaining permission for affiliation or other reasons, it will be mandatory to start the college in the next academic year of that academic year.
Otherwise, the permit will be automatically revoked.
Kavikulaguru Kalidasa Sanskrit Vishwavidyalaya, Ramtek under the Ramtek Act, 1997 with specific courses and new colleges for the development of Sanskrit language.

Courses of traditional and professional faculties falling under the Maharashtra Public Universities Act, 2016 shall not be recommended.
