Building applications on top of ordinal theory, and diverging from ord?

From the documentation, I can see that inscribe transactions only have to follow the convention, so in theory they don't have to be pushed from the ord binary. (I might be wrong since I am new to Bitcoin tech so I apologize beforehand if that's not the case)

This would open new possibilities for inscription services and indexers, as neither necessarily require the ord binary. But I am wondering if there is a detailed protocol spec that describe how to construct inscribe tx and how to index inscriptions. This would enable devs to quickly and accurately build different and modular applications based on the same protocol spec.
