Hi, I can't understand what to do about this issue can you explain it to me in a short brief?

1. we need to run manually 2 commands antsibull-docs and antsibull-changelog
2. there is no check that user ran those before submitting PR
3. can we somehow automate this step?
4. can we also document in readme what needs to be done?
