Update the search field suggestion text to reflect the actual search possibilities

Additionally: add the option to search by function, city, court (and more)

@siccovansas do you have a design? Or an example from another OSF app (with the same design as the ORS app) where you did something similar? Do you want a simple select or a facetted search? If you'll let me know what you want, I can get going :)

A quick fix was added in 287f30b.

Facetted search like in https://poliflw.nl/zoeken?query=milieu would be great, but there is no hurry :)
