Interestingly, this Utrecht doc does work

So probably an iBabs bug / configuration issue

iBabs:

Hierbij kan ik aangeven, dat je deze melding krijgt is door de betreffende gemeente die specifieke document achter een slotje geplaatst, helaas hebben wij hier geen invloed op. Het beheer van content ligt bij de gemeente.

So apparently it's a setting by governments / iBabs customers. But it seems odd to me that we're able to download a document that the user has "locked". I'll ask them for how we can still access locked documents.
