The snackbar can get stuck forever especially if you disable internet
This seems to be caused by an NPE in the UserAssignmentValidator

Fix stuck incorrect SyncStatusBroadcastReceiver.isSyncing status

- The isSyncing status is stuck when the LocationTaskIntentService finds not network available
and sends an incomplete sync broadcast message missing the EXTRA_COMPLETE_STATUS
