Villages Missing on the Village selection on the Outreach Reports

Note! It seems only the outreach centres are not being seen on the list of villages.

• Expected functionality: All villages should be seen on the list of available villages. If there are no children with due services, then the reports should show 0 children on the vaccination due reports and 0 due vaccines on the vaccines needed report. If also there are no children that have been registered under these villages, the report should still be available but showing 0 records.

@AnnieMungai The Villages are on the Location hierarchy that is pulled but have I been able to confirm that there is no data in these Villages hence why they are not showing on the List

@AnnieMungai Not unless you want to now go ahead and show these Villages on the List even when no data is available. Then we can go ahead and adding this fix

1. Effect of having all villages loading include: -User will get villages, even when the data has not fully synced. So they are able to generate reports but with no data - this could be misleading.
2. Having only villages with data loading - this is the current implementation. The user only gets the data for villages with any data. If a village has no children registered under them, then the user will not be able to see that village- it has null data.
