Production 0.3.0 release QA

• Sync issues: If user does not sync all data on 0.2.46 completely and upgrades to 0.3.0, the sync gets stuck at where the .2.46 version paused (@paulinembabu is this expected behavior? @Mstjamush did you experience the same thing?
• Cannot generate the children due forvaccination or vaccine doses needed reports - the location hierarchy for village selection is not loading. @paulinembabu you said you were not experiencing this? @Mstjamush are you able to do this? I was trying this on an emulator so I will try to complete this on a tablet. Also note that I upgraded from 0.2.46 to 0.3.0.
